After planning and design objectives are established by a governmental or private client, DFI sets a dual approach to construction management.
First, DFI renders technical management support to facilitate the project's successful progress, and second, field management and inspection assure a site is well maintained and supervise any necessary site changes.
- Cost estimates
- Permit assistance/constructability review
- Bid assistance/contract award
- Scheduling and coordination
- Supervision of procedures, manpower and costs
- Inspection of materials and work product
- In-house training programs

Stemmer Run Pumping Station and Force Main Project
One example of a significant sewer project whereby DFI is providing full time project management and multiple full time resident construction inspectors include the Stemmer Run Pumping Station and Force Main Project ($26 million). This project is being constructed in coordination with the Maryland Route 43 and I-95 highway construction/reconstruction projects. The pumping station is being constructed with 72 million gallons per day capacity with four pumps and two wet wells. Construction of the Stemmers Run force main started in January with the contractor beginning environmental mitigation project before laying 12,000 feet of 54 inch line from Race Road to the Back River Treatment Plant on Eastern Avenue. This project includes a 66" influent and 54" outlet (forced). Project scope includes the structural building housing the controls & motors, access driveway, fencing, security systems and landscaping. Project schedule to be completed Fall, 2007.
MdTA Bridge and Roadway Projects
DFI is responsible for providing Resident Engineers, and construction technicians for various bridge and roadway projects along I-95 including part of the I-95 (Section 100) upgrade. Projects include I-95 Resurfacing HMA Project between Susquehanna River to Delaware State Line, project scope included milling and overlay, shoulder upgrade, HMA paving, safety improvements, signing, pavement markings with emphasis on MOT (night time construction). Over 720,000 tons of HMA placed within a six month time frame. Project value was 5 million. Additional projects included Bay Bridge Easy Pass Lane Expansion, project scope included milling and overlay, shoulder upgrade, HMA paving, safety improvements, electric, storm drain and preparation for easy pass lane expansions and Rossville Road Bridge Replacement and Extension Project over I-95. This project is one of the first projects for the I-95 Section 100 Capital Project. The project also involves the roadway realignment of both approaches; the construction of a new longer bridge structure to accommodate the widening of I-95; finally the project involves demolition of the existing bridge structure.
SHA District 5 Construction Inspection Services
DFI, jointly with Century Engineering, Inc., has formed a Joint Venture to provide supplemental construction inspection services within Maryland State Highway Administration's District 5 (Anne Arundel, Calvert, Charles and St. Mary's Counties). This 8 million dollar 3-year contract requires mobilization, training, equipping, and managing significant numbers of transportation engineering technicians in various categories including TET II, TET III, TET IV, and TET V's. Technicians are required to meet minimum certifications including Mid-Atlantic Region Technician Certification (MARTCP) in areas including Concrete, Soils & Aggregate and Hot Mix Asphalt. DFI, the JV's managing partner of this contract, and Century are unique in the partnering effort for this contract since both firms have jointly been responsible for management and inspection for over a 100 million dollar total highway reconstruction, resurfacing and related construction project within Anne Arundel County similar to this project scope. Specific projects include MD5 – Hughesville Bypass and the MD 261 Chesapeake Streetscape Safety & Enhancement.
